He is saying Shen Mu for Dreamcast right.....playable with the REVOLUTION Remote Controller!!!!!
Which means is he hinting at The Dreamcast Console for Revolution Virtual Console!!!!!!
I mean Sega Genesis/MEGADRIVE is already available along with Hudson and NEC Turbografix machine PLUS NES.SNES,N64 and Gamecube backward compatibility.....what else is this console going to do cook breakfast?!!!!!

Only 4(-1) Revoluton means simply: Only for Revolution (minus one) Minus one becasue it isn't only for Revolution because it was on Dreamcast before!
So that is the only console it was on before...Revoluton...neat eh?
